How to add 5 input addresses and 5 output addresses in this circuit?

The IC 74138 generates addresses 2001, 2002, and 2003 which I do not know if this addresses is an input or an output. Please help me tweak this circuit in which you'd make 5 input addresses and 5 output addresses.
